02 Grand Prix doesnt turn over

I have an 02 Grand Prix and it is not turning over. When you turn the key to the on position all of the dash lights turn on and you hear relays behind the glove box clicking but the car doesn't crank at all. Replaced the Neutral Safety Switch today and tested the Ignition relay in the engine fuse box and car still will not crank. I know it starts because you can hot wire it and it runs fine. Any ideas??

Sounds like a ignition switch issue.
Thank you Cjsras. Are there security chips in the keys of the Grand Prix?
Do you have a theft light on the dash? and do the keys have a black top?
There is a Security light in the cluster. The keys have the black top and say PK3
Ignition tumbler replaced and security reset. didn't start. Replaced starter thinking there might be an issue at the signal wire input. Still no start. Thoughts?
still no crank? do you have power to the signal wire with the key in start position?
nope no crank. I have tested the signal wire at the starter and it was only reading 3 volts. so I pulled the neutral switch back out. on the harness going into it I have 12.4v at the yellow wire when the key is turned. I was able to put 12v into the signal wire through the harness and get it to start but when I plug the harness back into the neutral switch.... no crank. so I tried jumping the yellow hot wire to the signal wire in the harness and no crank. I'm starting to wonder if its a bad neutral switch even though its new.
Sure sounds like it! wouldn't be the first bad part off the shelf.
