My blinkers sometimes work in my 2004 Pontiac Grand
Prix could it be a fuse

No, its not a fuse. If it were a fuse they would not work at all ever. Make sure all the bulbs are good. After that I'd suspect the signal light switch which will likely require a shop to replace unless you're a fairly expert do it yourselfer.
