Sometimes at low speeds when I’m coming to a stop
there’s a grinding feeling in the brake pedal, you can hear
it a little too. I just replaced my front brake pads and
rotors and it’s still doing it so I don’t think it’s anything to
do with those. Anybody know what else it could be?

There could be a problem with the front brakes, but its unlikely. More likely is that it needs rear brakes too. I'd start there.

It doesn’t feel like it’s the brakes themselves it feels like the brake pedal gets stuck or something and grinds when I keep pushing it down

If you are confident the front brakes are good, then I would do what munron suggested - check the rear pads and rotors. They would be my number one suspect.
