Suerptine belt tensioner pulley

The suerptine belt tensioner pulley is stuck or frozen and I
cannot get it to move. I've  used WD-40, Break Away, I've
tapped on it with a wooden hammer. What can I do to free
it up?

Buy a new one and replace it. If the belt is tight, you may need to loosen another component along the belt path to create some slack or just cut the belt off making sure you have a diagram for the proper routing of the new belt.
