Hoe do I take the tensioner pulley and arm off the
assembly. Is that possible or do I just need to
replace the assembly

You can remove the pulley and replace it for around $15 if that is your issue. If the arm or tensioner is bad and the spring is shot, you need to replace the whole assembly, they are around $40.
