98 forester at hold switch stuck

my car since i have owned it has always been slow to take off, i was just told what the
switch by the handbrake was. it makes the car start in 2nd. what is likely to be the
problem as the switch dosent do anything but seems to be connected. is it fused?

Can you clarify 'being slow to take off' ? The trans has controls to make it warm up quicker by keeping it in third for a certain time until a certain temp, etc. Does it lag / lurch / drag? You may want to go to www.subaruforester.org and ask there. You'll get far more accurate answers and people more familiar with this kind of thing.
