Low idle loss of power

Dies at 40% of stops loses power and cuts out.
Plugs good. New upper gasket and seals all at
Subaru engineers specs, and sequencial order. ???
Help???

Wires good timing was set at tdc according to engineers @ Subaru. Not sure what the issue is.
