Subaru Legacy Outback 1999 New radiator and Check Engine Light

I have a 99 Subaru legacy outback, we recently started having issues with a
leak in the radiator and the check engine light so we got a new radiator as well
as a new hose, we got a new cap for it too and a thermostat but the check
engine light is still on and now the speedometer works whenever it wants to.
Any ideas?

The codes are P0463 - Fuel level sensor circuit high input P0400 - Insufficient EGR system flow detected
