P0851 Code. Replace neutral safety switch, replaced wire harness. Occasionally can not start but if the key is turned to off then on 4 or 5 times starts. Once started no problem

I have a 2002 Subaru legacy and it just came back from the body shop and had a new tailgate, light and rear window replaced from a hit and run, Got it home and it will not start anymore.
