CEl will go out occasionally but then come back on

lCode is P0851 for the CEL. I have replaced the neutral safety switch and the harness. A few occasions but not every time when I turn the key to start car it is flat and no response like a dead battery but if I turn the key on and off 4 or 5 times it starts up and runs with no problems. Is the problem with a wire. Also. periodically, the CEL will not stay on but if car is driven for about 20 miles or so it comes back on

First assure alignment: http://www.brakeandfrontend.com/tool-tip-diagnosing-subaru-s- p0851-p0852-dtcs/ Same 851 recurring? Look for break in wire or intermittent connector. If necessary hot-wire it on this oldie....
