My A/C would only blow when I'd drive down the highway and not blow at all while driving in the city

Could be the fans are not turning on when needed or your condenser is covered up with debris. As you drive down the highway or moving briskly through traffic, you are forcing air through the condenser, which cools the high pressure gas. In traffic or idling, the fans take care of that for you.
