Outback fuel pressure

I checked the fuel pressure on my 00 Outback this weekend. It reads 32 psi at idle then goes up to close to 50 psi as the engine rpm's increase, with the vacum hose hooked up. Is the correct or is my fuel pressure regulator bad?

Fuel Pressure at Idle Vacuum hose connected 30-34 lbs Fuel Pressure at Idle Vacuum hose disconnected 41-47 lbs I would say that is with in acceptable limits barring any other problems like a rich code / check engine light issue or Fuel trims trying to compensate for a rich mixture.

I have a 2001 Subaru 'll bean outback that won't start . I installed a New fuel pump and still now hi pressure in the filter. I need some help
Did you ever figure out the high fuel pressure no start issue? I am having the exact same problem and CANNOT figure it out.
