Looking to add hp to my 03 2.5l awd n/a outback any non expensive time consuming ideas? I.e. Salvage yard budget. Thanks for any serious help in advance

The only non-expensive mods you could do is shed weight The 2.5 is natorious for problems. Your best bet is to just fix what you can on your own. It's only a 4 cylinder boxer so you would have to upgrade turbo, ECM, injectors, exhaust to make anything of value worth it.

There are no practical and cheap HP gains to be made. You can put a loud muffler on it and pretend that it has more power. You could strip out weight which would make the car somewhat faster.
