My right passenger rear light won't work.

I changed all three of the light bulbs. My blinker light won't work right. I use my turning left
blinker and it works fine. I use my right blinker and it blinks at a fast pace. Do I need to
replace the board?

Try swapping the board with the left one temporarily, some of them have identical plugs, could be a bad connection somewhere causing it to think there is a burnt bulb, could be a fault in the board. If you don't know electrical to begin with I can't help diagnose it easily with you. Test the resistance of the board with an ohm meter is what I would do and compare the left to the right.
A rapid blinking signal signals a bad bulb. Does it flash rapidly on the dash indicator as well?
A rapid flashing light indicates an open in the wiring of the turn signals, yes 99.9% of the time it's a bad bulb but if changing the bulb didn't help then it's not that.
