Is my distributor cap supposed to shock me?...

While trying to find why my 4runner is intermiitenly misfiring I touched the distributor cap and it shocked me. The cap looks in good condition.

Ive looked it over very closely and didn't see any cracks. I'm guess whatever problem shocked me is also making my truck misfire randomly.

Carbon build up will conduct electricity and might not be visible. Just buy a new one, this is hardly worth debating.
