1997 Toyota 4Runner V6 idles too high(2000 RPM or above) only at high altitudes

Try cleaning or replacing the mass air flow sensor and make sure intake/throttle body is clean. The engine computer relies on sensor inputs to determine the correct air/fuel mixture, so any incorrect inputs can result in high RPMs, or other performance issues. High altitude will negatively affect any engine, save those running a forced induction.
