Can I press the brakes while shifting from d to d3 while going down a steep mountain?

I have a 2003 4runner with an automatic transmission. I am heading over
some steep mountains with a uhaul trailer and was advised to downshift to d3
so i don't burn out my brakes. I've never downshifted before so wondering if i
can shift from d to d3 while braking? And also goig from d3 to d while hitting
the accelerator pedal.

Yes you can downshift while moving, should be owners manual to do so. Also shorter stiff braking is a lot better than longer drawn out braking.

Like Brian says, yes you can down shift or up shift no problem while braking. Just keep your foot of the gas pedal when shifting. And be careful not to ride the brakes too much, they would overheat and you would loose braking power.
