2004 Toy 4Runner Starter issue

My 2004 4Runner will not start, it will crank when I turn the key on but it
continues to crank after I release the key, Only when I turn the key off will it
stop. Solenoid?

Mine did this today when I was programming new keys- try another key, it may have lost the programming. Then look on you tube on programming Toyota keys. 2003 Sequoia.
