I have tested the battery on the keyless entry fobs and both are good. But the car doesn't respond. I want to fix it myself to save money but the owner's manual only tells me to go to my authorized Toyota repair shop. What else can I do?
My initial thought is that your car is 16 years old and (assuming you have the original keyfobs)....There just might be something faulty, broken or worn in the inners of the fobs themselves. Replacing them may be the answer...I'm afraid to ask what Toyota would charge for this though, since they have to be programmed to the car.
