Where do you find the fuse, relay, or switch that controls the power windows and locks?

It should be located in the fuse panel which, on your car, is probably inside the kick panel on the passenger side, near the radio/center console. I don't know if they changed it since the 1990 models which are the most recent Toyotas I've worked on.
