My 94 toyota camry has an issue withthe fuel continually pumping. Its not the pump or mechanical problem so i was told its electrical. What could be causing this problem?

your fuel pressure regulator is over-pressurizing the fuel rail...yes there is a return from the rail, but should be limited to the fuel being consumed as determined by the amount of vacuum...torn diaphragm...sometimes disappears and gets sucked into the vacuum...believe it or not, anyways take a look at the operation of the fuel pressure regulator and replace if necessary~
