What would cause my car to not start and also no dash lights or anything on inside work

Sometimes my car would try and stall
when I turned high beams on and it
would reset the clock and radio but
wouldn't cut off completely and the
light would dim when I hit the brakes. I
tested battery it has 12.3 volts. What
could cause this problem

Put a voltage meter on your alternator. See if it's putting out 14 volts. If not, you may have a bad alternator or voltage regulator.
