Help!!!!! 96 toyota camry LE

I've changed out my water pump and my
timing belt and my starter and the starter
relay the battery is good and it's still not
working when I turn the starter over turn the
ignition on it does nothing at all the battery
lights come on and that's it I pulled the back
seat up where the fuel pump is and there's
black stuff that smells like old gasoline all
underneath the under part of my back seat
is it my fuel pump

Clarification please. There are basically 2 phases in getting a gasoline Engine to run. One...the Battery and Starter Cranking circuits must be good. That's the Crank. So...does this Engine CRANK over properly? Two...the Engine must have Fuel...Ignition....and Compression....to FIRE UP...start and Idle. What do you NOT have? Important ....did this Engine Crank and Fire Up and run...BEFORE the above repair work was performed?
