Brake lights full bright all the time

My 96 Camry brake lights come on and work fine during the
day. Once I turn my head lights on the brake lights stay  on
full bright all the time as if I have the brake pedal pressed.
Once I do press the pedal the brake lights dont do anything.
Lucky mine came with a small wing that has a 3rd brake
light. That one still works properly.
