What's the best course to correct high HC (ppm) on my 1997 Toyota Camry?

Can my mechanic correct emission failures? He just replaced an EECS Vent
Control Circuit code malfunction with a new Purge Valve Solenoid that cost me  
a painful $435!
With 276K miles on my car, it still shows 77 ppm on HC. It can't pass Smog
with these readings.

Can you post the trouble codes? It may be running rich. Is the car running cold?

Your mechanic should not be taking tailpipe readings on a '97 model. If your readiness monitors are set, no check engine light on and no trouble codes in the computer, your vehicle will pass emissions inspection. Since the vehicle is a '97 model you will pass inspection with 2 readiness monitors not set. This is Federal Law that covers all 50 States. Hope that helps! Jim
