Water pump removal

Changing the water pump on my 98 Camry. I've
gotten all the way to the water pump,and can't get
out the screws in the back. The ones with no head
for a socket that'll take the screw out. The part that
I was able to get off with a socket,was only a
washer.
I've no clue how to get these off,and they don't turn
with my fingers.

What Engine? The posted view appears to me to look like an Exhaust Manifold STUD...not a Bolt??? I'm confused.
Yea, That is a stud and you already got the nut off. The stud does not come out unless you need to change the stud. You sure we are looking at a water pump?
If indeed you have a STUD or 2 that mount the WP to the Engine Block....then....you leave them in place. Just remove the nut and washer. When the pump is removed....the pump will slide over the stud. In most cases...you need to use a pry bar to remove the "stuck" pump after all fasteners are removed. Careful now...with that pry bar. Catch the end of the bar behind the pulley mount and use a piece of wood to pad the fulcrum. Google your make model year and ...Water Pump Removal. Get back to us with results.
The water pump is on the front of the engine, driven by the timing belt.
