99 camry fan won't come on

I replaced my water and power steering pumps and the fans won't come on unless the a/c is on...any suggestions >>>

You may have unplugged your coolant temp sensor. I would assume that it worked before you did the work.
Your engine my not be getting hot enough to turn the cooling fan on. A new water pump will move more water than your old pump did.

Prior to replacing the water and power steering pumps ...I had to replace the radiator ...after replacing the radiator the temp gage would move over to the red while driving...both fans come on when the a/c is on but will not kick on to cool the radiator...I replaced the radiator switch ... That's not it !
