Camry cooling fans won't come on?

The cooling fans on my 2009 Camry, 4 cylinder, do not come on when I turn on the AC or when the engine gets hot. I've read that the AC compressor won't even come on if the fans don't come on but my AC works, even without the fan(s) when the car is moving. At a stop the AC starts to warm up and the engine starts to get hot. Mainly I'm worried about the engine overheating. As far as I can tell this vehicle has one temp sensor, three relays in a box in the engine compartment and fuses that are built into a module containing 10 fuses. Any ideas? Thanks.

I'm trying but I can't figure out how to remove the multi fuse block :(
