Why can't I start my 1999 Camry LE?

My car was diagnosed with a bad fuel pump. The pump was changed, along with a fuel relay.  The car will crank but kill right away and the check engine light will not come on when cranking.  What could be the problem now?

Bring it back and have a bleed down fuel pressure test done. This will determine if there is a leak in the fuel regulator, injectors, or lines.
