2000 Toyota Camry temperature gauge reads Low takes a while to warm up. How long should it take to throw out heat in a car when it's 30 degrees outside?

Takes awhile for my 2000 Camry to warm up and
put heat inside the car when it's 30 degrees
outside how long should it take and do you think
since the needle doesn't ever get in the middle that
it needs a new thermostat? Middle of the gauge

You can use a higher degree thermostat, sure.

The thermostat in it now sounds like it is working fine but the temp rating is low for your area, if it also get hot there in summer you may wish to change it back out before weather changes again or get the next step up temp rating instead of the highest temp rated thermostat.
