Toyota Camry 2002 won't start

My toyota camry 2002 will not start.  No turn over at all.  Dash lights &
headlights come on.  Battery is charged and only 6 months old.  Connections
to the battery are good.  Took out starter and soleinoid and took.  They both
tested fine.  What would the issue be and how to fix it?????? Please help.  
Fuse?  How do I find the fuse responsible?

their may be a fuse for that , operators manuals in glove box list fuses check it out ,if its still under the previous owners recliner , you may find the copy on a google search
