catalist monitor incomplete

2004 Toyota Solara,

no codes
no pending codes
all other monitors are complete, only catalyst monitor incomplete.
What sensor input does the pcm use to run cat monitor? Thanks!

Auto_Centric, thank for reply. A little more back round. Bought this car 2 years ago, cat monitor wouldn't run. put downstream O2, monitor ran by end of day. now due for smog again, same problem. Used an aftermarket O2 first time. I assumed it was bad again, put in a factory sensor. also temp sensor. since then ive done upstream O2, stat and gasket. There is a lot online, but nothing i feel good about. Two things i did notice on the car, while checking the cooling sensor operation, i artificially ran the temperature higher, the gauge on dash only goes so far, under 1/2 up then stops, scan tool is at 210f +-. Is the gauge in the loop for running the monitor? Also read a post about the IAT, said it had to be withing 15f of coolant temp? Its not, and i dont recall tha being true on other makes. Thanks again for reply, this is my daughters car and i appreciate the help!
