this system may run on circuit breakers for safety so you don't blow a fuse and lose all lighting while driving threw a mountain tunnel on a rainy Monday night, their for the breaker cools and comes back on till hot again and cycles round and round till you find the problematic hot wire more like than the ground connection, I feel the hailogen headlight connectors resisting current flow getting hot and the breakers getting hot and causing chaos , you can locate this problem with a sense of touch, ouchie got unguentine?
