i just changed the fuel pump and filter on my 2004 chevy classic still wont start

i just changed the fuel pump and filter. it still wont start. i checked all relays  
they are good. the pump does kick on and there is pressure to the fuel rail.it
will turn over with starting fluid.

it will start with starting fluid? so its not an ign.problem?right????
