2005 Chevy Cobalt No Start :(

Bought with a blown engine. Swapped with the same engine just better miles.
Changed Clutch and everything. New battery. Starter Tested good. Lights and
everything turns on but the car will not start. Not getting communication to the
PCM. How to fix?

all battery connections good? Chassis ground--engine grounds all good? Your saying the starter motor cranks ok? If you have the standard obd2 datalink connector? Pin 16 is voltage, hot all the time. pins 4 and 5 are grounds. I'm not sure what testing you've done? One way to tell if computer awake, turn on the key, check any sensor that uses a ref voltage, if no voltage, that leads back to computer. Have to check computer voltage and ground circuits for computer. .
