Fueling issue with '93 Celica GT

I have a 5S-FE engine and the car starts sputtering and eventually stalling
after 20 minutes or so driving, usually while accelerating hard or on the
highway.  I'm assuming it's a fuel issue.  I tested the voltage at the fuel
pump, 8.2V.  I then tested the pressure at the fuel pump by connecting to the
banjo fitting on the fuel filter.  33-35psi under no load and 40-42psi while
revving.

I'm reading online that the fuel pressure should be 38-44psi.  is that under
no load?  If so, I'm definitely low on pressure, which would probably lead to
the hesitating issues right?  Is the fuel pump bad or what's the next step in
diagnosing and fixing the issue?
