Are you checking this amp draw after car modules have gone to sleep? Also do not disturb them during test. Also check all your ground wires. Alternator, body and engine for resistance and corrosion. Thinking you have a bad alternator with that 13.4 rate as car is running. Turn on some high drain items while running car and see what voltage is. You might have a bad regulator or shorted diode in alternator.
