My cables were cut when my battery got stolen, tried to replace the wires and my car still isn't starting, but the fan is running by itself?

I have a 1997 Toyota corolla DX. The battery was stolen and
they cut the cables the battery was attached too. We
replaced the wires and got a new battery, and when we
tried hooking everything back up the fan imediately started
up, my check engine light came on and my oil light came
on, but my keys were not in the ignition. If I try to start my
car, nothing happens but my emergency brake light turns
off and on. The fan won't turn off unless the cables are
removed from the battery. Even when the fuse that runs the
fan is removed, it still runs. We've tried jump starting it but
nothing happens. What is going on? Is there a loose
connection in a pigtail? Did we get faulty wires? Did they
take other parts out of my car? Help!

Agggrrrh. Thieves. Anyway, that's the fastest way to get your battery out, bolt-cutters, snip snip then even on the tie-down, In and out in 10 seconds. Now to state the obvious, something is hooked up wrong. There is the 0 or 1g wire to starter, then one or more 8 or 10g wires from Red+ Post to the underhood Power distribution box. Did you buy all new wires, and hook them back up exactly where they were? If not, it will play havoc like you describe. The fact that the fan runs without a fuse in, along with the other things that light up that shouldn't, tells me a hot wire is hooked up where it does not belong...wrong side of fuse bus, or something. I can't find a schematic for a 1997 DX. THAT is what we need. But I will continue searching, maybe I can find something close.

I don't think it's a loose connection, that would not explain the bizarre thing with the fan running even with fuse pulled. Something is crossed, somewhere. How close to the battery did the creep cut the cables? Have a look at where I put the blue arrows this time, see if everything looks ok, not been tampered with, and on a 1997 do you have to open the hood from inside the car..? I am pretty sure you do, so that means they were in your car..was it locked...and broken it to? Does the ignition switch look like it was tampered with...like they wanted to steal the car but gave up and just snatched the battery? If so, that could be the root of all this, the bastards were too cheap to buy a battery. I have to take down the one schematic or it will get deleted as a duplicate, but still shows my suggestions, and I know lots of questions but trying to get to the bottom of this and please excuse my language, I hate a thief. Had a car stolen once. Have a look, it will size up
One more thing...do you have a little red LED light that flashes, on the dash left of steering wheel.... before this happened or now and it still flashes or quit? Or never did have it?
They cut the cables fairly close to the battery. Who ever broke into my car was someone I know because my rear driver seat door can't lock all the way. So they got in my car that way an popped the hood. My ignition looks fine from the inside, an I've never had a flashing red light.
