Car computer issue!

I've been having problems with my car lately. I notice that my fans are
always on, and the catalyst is not ready for smog, despite running the car
for over 300+ miles. I've changed catalytic converter, o2 sensors, but I
notice that I didn't get any check engine light, which it usually happens
when you install something like that and then it gets deleted once the
computer recognizes it. So I took the computer out and I've noticed that it's
missing a piece of the sticker with the #2 on it. All the computers I've seen
have both numbers on the sticker. Did someone mess up with the ecu?
