I need to ask a couple of questions? Engine cranking, do you have spark at the plugs and fuel injector pulse? If the answer is no, I don't believe the fuel system is the problem? I don't know what testing you have done? Any applicable trouble codes?
If you have narrow it down, check voltage and grounds at relay, Voltage for load side of relay comes from efi relay. In the diagram looks like open switch on one side, the other side of relay, looks like a coil in diagram, that side has to have voltage and ground. Voltage for the control side of relay comes from ignition switch. The control side is grounded by pcm.
