Depending if your echo is a North American model, I would say no that its doesnt control the fan speed. There is a climate knob that controls if you want hot or cold air. There is a second knob that controls fan speed which says 1,2,3,4, The Third know controls where you would like the air as in out the main vents, on the floor, defroster etc.

Toyota vits 2001, The Climate control knob connect to a sensor to control hot water from engine jacket flow through AC evaporator coil. At that moment simultaneously Cool and Heat both active, but the fan controlling by an another knob.
