What's wrong with my drivers side window.

Four years ago I replaced the drivers side window actuator.  Recently, when I roll the same  window down and then try to close it again, it will only go back halfway and stops.  A few minutes later, when I hit the button, it will either go all the way up, or again, stop halfway.  It's as if it's waiting for more power to continue closing.  Is it the actuator again, the fuse or another problem?

See the a1 auto video on reinstall. If you reverse the upper bracket, it only goes halfway.
