Why does my 04 land cruiser only drive with differential locked?

works great with diff locked but unlocked it seems the shafts will pop out and
i'll coast as though in neutral without actually shifting to neutral.  drive shaft
still spinning  i can stop, lock differential and runs great except its locked on
dry pavement.  Great Winter truck in Minnesota through.  I kind of know what
the problem is likely to be, bad gears in diff, bad axle gears in the box, or all of
the above?  the axles work great when locked, just not free flowing with the
open differential.  how much would that cost in a range?
