It should be mounted against the brake pedal arm.

Glue penny in front of metal square wth hole in it at top of brake petal shaft. The original rubber stopper has fallen out of the hole or crummbled away with age. The glued penny will contact the brake light switch plunger and turn off the lights when you take your foot off the petal. Easy fix, you save big bucks and repair your car with a penny. What could be better!
