Why does my 1993 Toyota Previa surge at low speeds?

My 1993 Previa, @ 210k, runs great overall.  But at low speeds (around 15-35
mph let's say), when I'm coasting through light zones, etc.....and when I put
very light pressure on the pedal, it surges.  Almost bucking at times.  Then
when I get up to speed it cruises.  Thoughts?  I've heard possibly an oxygen
sensor?

That engine is hard to get to, and I'm bettin' it's been awhile since it has had a major service-
