I have Rav4 2 doors with celica trubo engine

my problem is when I go in a high way with 140km the rpm is almost 4000 also it uses more fuel then it should be. I have tried many things to solve it, for example, changing the gear or change the O2 sensor, so can anyone help me or have an idea btw the car is in 4 wheels always.

Automatic or manual? Maybe the transmission or clutch is slipping but I think you need to slow down a bit.

btw the road speed is 140km which is something normal, also forget to say that my brother has Camry 2000 with Celica turbo engine running front wheel but he got less than 4000rpm + normal econ fuel
