Radiator cooling fans come on as soon as you turn on the ac on and it won't let the compressor cycle the way it should, only in short spurts so it won't cool off and the fans will not shut off until you restart the vehicle. Also every time the compressor tries to cycle it makes the engine surge.

Forgot to state that the ac was working and the compressor was working fine but wasn't blowing too cold so I added one can of refrigerant and thats when this problem started.

Those little cans are terrible things. It sounds like it's over filled, and cycling the compressor off when the pressure gets too high. Take it to a shop, have the system evacuated and recharged properly.
