ABS and traction

I recently purchased a 2005 Chevy impala used
and the seller informed me that the traction hasn’t
worked in a long time I brought it into my local
mechanic because not only was the traction not
working but the ABS was not working either when
they got underneath the car and under the hood
they found that the ABS harness on the right front
was shredded so  he replaced that and it still did
not fix the problem all the other harnesses are fine
but we don’t know why the traction and ABS is still
not working does anyone have any suggestions on
what may be the reason I live in Michigan so it gets
really icy in the roads tend to suck and I would feel
a lot safer If I can get this to work any suggestions
