Do the roof line vents in this model provide heat or only A/C?

When I select the rear heating unit from the dash only the floor vents work. There are roof controls above the driver's side middle seat but this only seems to control cold air from the A/C. Therefore, are these roof vents only for A/C, and the floor vents the only source of heat for the rear compartment?

Call a Toyota Dealer for your specific model and ask for the service dept. Usually they will give you a clue as to what may be the issue, or Buy a service manual from the dealer, or a Haynes manual at Napa auto parts.
