2005 Sienna only blows heat while driving, not idling - what's wrong?

I am having the same problem with my 2007 Sienna. As long as the car is moving I have heat. As soon as I stop for a light the temp drops. Can has been in the shop twice now in two weeks.
My 2000 Toyota Sienna just started doing this. When it is fully warmed up, I only get heat when driving. If I hold the accelerator down and hold it at 2000 rpm I get heat. when I let off the accelerator at idle, no heat. I suspect the water pump is failing. That is the only component that I can think of that would be dependent on RPMs.
Hello everyone. Does anyone have a schematic of the hvac actuator locations for 2007 toyota sienna? I just replaced the ds front lower actuator and now i am having trouble with different vents. Wondering what the 4 actuators do and i can't find any info.
